The Donor Amendment to the Health Care act has required that every citizen of the US be cloned in order to provide suitable donors in case of medical need. Following the example of first the Germans, and then all of Europe, US health centers store the donors in off-site frozen lock-down centers. In order to ensure freshness of donations, the Donors are grown to the peak of human health and kept in suspended animation, kept alive and vital with a cocktail of drugs and nutrients.
In what can only be assumed to be a widespread, concerted act of global terrorism, every donor Cryogenics system is shut down and unlocked, freeing the donors.
Physically distinct from the rest of the population only by their exceedingly pale skin and the silver Cryosuits they wear, the Donors, being lab-grown, lack the intangible aspects of humanity - like a soul. They are animals without inhibition or remorse, responding only to hunger and fear.
Their escape has also effectively doubled the population of the entire Western World.
As the freed Donors wreak their own kind of terror on its citizens, the “civilized” world collapses quickly into chaos. World leaders are assassinated, and many people are killed by clones and criminal opportunists alike.
